Horizon Fleet By-Laws

This page has been adopted by the FC as an official policy.

Under the Horizon Fleet Constitution, certain by-laws may be created to assist in the administration of the fleet. They are numbered in the order that they were passed.

By-Law #1 - Task Forces

Per Constitution Article II Section 2, Horizon Fleet shall be composed of the following Task Forces:

  • Task Force 22
  • Task Force 42

Further Task Forces may only be added as an extension of this By-Law.

By-Law #2 - Fleet Canon

  1. In-Character events, individuals, species, locations, and other such articles may be added to the Horizon Fleet Wiki at any time, by any fleet member, so long as they are in accordance with wiki policy.
  2. Trek Canon: Trek Canon shall be determined as any In-Character event, individual, species, location, or other In-Character article that occurred as fact in the mainstream Star Trek television series (TOS, TNG, DS9, VOY, and ENT) and the first ten Star Trek movies (from The Motion Picture to Nemesis). Star Trek novels, comics, and additional expanded universe material is not considered Trek Canon by the fleet. Trek Canon shall take primacy above all other In-Character items within the Fleet. All articles which fall under Trek Canon must have the {{Icons|tc}} template placed on their page on the Horizon Fleet Wiki. (See also: Trek Canon)
  3. Fleet Canon: Fleet Canon shall be determined as any In-Character event, individual, species, location, or other In-Character article that has been approved as an article of significant length, detail, and importance to be recognized by the Fleet-at-large. Fleet Canon shall be recognized as default by all divisions within Horizon Fleet as true. Individual simulations, however, may choose to ignore any individual piece of Fleet Canon. Fleet Canon shall take primacy over all other In-Character items on a Fleet level with the exception of Trek Canon articles. All articles which fall under Fleet Canon must have the {{Icons|hfc}} template placed on their page on the Horizon Fleet Wiki. (See also: Fleet Canon)
    1. The Horizon Fleet Story Arc Committee holds authority over the Horizon Fleet Story Arc along with all related materials. Members reserve the right to elevate story arc materials to Fleet Canon status.
    2. The Department of Research & Development holds authority over the Horizon Fleet Wiki Database, Horizon Fleet Specifications Database, and general fleet materials. The Director of Research & Development reserves the right to elevate related materials to Fleet Canon status and to approve recommendations of the Horizon Fleet Story Arc Committee.
    3. The Horizon Fleet Council holds authority over the administration of the Horizon Fleet Community along with all related materials. Members reserve the right to approve or deny recommendations of the Story Arc Committee and the Department of Research & Development.
  4. Sim Canon: Sim Canon shall be determined as any In-Character event, individual, species, location, or other In-Character article that occurred within an individual or group of simulations. Sim Canon may be considered true on the included sims and any other sims which choose to recognize it as such, but shall not be considered as Canon by the Fleet-at-large. Sim Canon shall take primacy only on the individual sim(s) on which it is used. All Sim Canon articles must have the {{Icons|noncanon}} template placed on their page on the Horizon Fleet Wiki.   5. Any In-Character item may be upgraded to Fleet Canon by following the outlined processes. No item not having taken place on a mainstream television show or in the first ten Star Trek films is eligible for inclusion as Trek Canon.

By-Law #3 - Fleet Story Arc Committee

Per Constitution Article II Section 3, the Horizon Fleet Council hereby establishes the Fleet Story Arc Committee as having authority over the Horizon Fleet Story Arc along with all related materials.

  1. The Fleet Story Arc Committee shall be responsible for:
    1. Overseeing the Horizon Fleet Story Arc and all related materials
    2. Ensuring consistency of information within the fleet
    3. Updating and maintaining official database articles
    4. Determining the elevation of story arc content to Fleet Canon
  2. The Fleet Story Arc Committee shall consist of:
    1. The Fleet Story Arc Committee Chair shall oversee the Fleet Story Arc Committee with the authority to make decisions on both content and procedures for determining story arc continuity within Horizon Fleet.
    2. The Director of Research & Development shall serve as member of the Fleet Story Arc Committee with authority to advise the committee chair on decisions relating to both content and procedures for determining story arc continuity. The Director of Research & Development shall have authority to overrule the committee chair in cases where content or procedures contradict established Trek Canon, Fleet Canon, or Fleet Policy or in matters which are beyond the scope of the committee's authority.
    3. Story Arc Committee Members shall participate in committee oversight of the Fleet Story Arc with collective authority to make decisions on content relating to the Fleet Story Arc.
  3. Rulings, decisions, findings, or other actions of the Fleet Story Arc Committee shall not carry effect or authority until approved by the Fleet Council. If such rulings, decisions, findings, or other actions will have a significant impact on Fleet operations, procedures, regulations or other such operational protocol, then such actions will not carry effect or authority until approved by the Legislative Governance.
  4. The Fleet Story Arc Committee Chair shall submit monthly reports to the Director of Research & Development regarding the status and progress of the committee which will be conveyed to the Legislative Governance.

By-Law #4 - Suspension of Five (5) Character Limit

  1. The language of Article III, Section 1, Line 8 shall be replaced with the following:

    "It is recommended a player be an active member of no more than five (5) simulations across Horizon Fleet. At the discretion of the Commanding Officer, a player may control or 'own' secondary characters or "PNPCs" on the simulation, but the player must designate which is his primary character for the purposes of promotions and awards. PNPCs are not to be included in the simulation's IFS manifest. A player may have only one (1) primary character on each simulation they are on."

  2. Players wishing to add additional characters beyond the recommended five (5) character limit must receive approval from the Commanding Officer of the simulation they wish to apply to as well as the Director of Personnel & Awards. It is the responsibility of the player to contact both the Commanding Officer and the Director of Personnel & Awards before applying to any simulation with their additional character.
