The following is a list of official Horizon Fleet Policies including the issue date and any further relevant dates (such as revision/voiding dates).

Horizon Fleet Equal Opportunities Policy

The Fleet Council believes that people should not be subject to discrimination or harassment for any reason and that equal opportunities are essential to the nature of Horizon Fleet. All players within Horizon Fleet are intregal to the success of the Fleet as a whole, and as such should and will be treated with appropriate respect.

Discrimination against any person or group on the basis of age, appearance or marital status, creed, disibility, ethnicity or nationality, gender, illness, political or religious beliefs, race, responsibility toward dependants, or sexual orientation is unacceptable. Similarly, favoritism will not be tolerated in any way.

However, in consideration of the Children's Online Privacy Protection Act of the United States of America, Horizon Fleet requires that members be over the age of 13. If a simm has a rating above 13+, minimum age requirements will be implemented if clearly posted and if authorized by Horizon Fleet Command.

Harassment is defined as any offensive or hostile act or expression; including but not limited to verbal abuse, insults, jokes, threats and physical assault; particularly when said harassment creates an intimidating or hostile environment. No definition is required to lodge a complaint for harassment.

The Fleet Council will view any violation of this policy as a serious infraction. Any person found guilty by the Office of the Judge Advocate-General of violating this policy may face expulsion from Horizon Fleet.

Horizon Fleet Internet Relay Chat (IRC) Rules

1. Please be respectful. This applies to foul language, descriptions of violence, and overtly sexual material. Some HF users are as young as 13, and therefore the chat environment must reflect that. IRC users should keep in mind the Horizon Fleet Equal Opportunities Policy.

2. Harassment, abuse, or badmouthing of other members, visitors, or other organizations is prohibited. While users will understandably have differing viewpoints, discussions should be kept respectful.

3. Conversation must take place in English. Users with other languages are invited to converse in another room or by private message.

4. No recruitment is permitted in the main Horizon Fleet chat room or other HF Fleet Department chatrooms. In addition, the Horizon Fleet Recruitment Policy should be adhered to at all times.

5. Channel Operators have the final say on what is and what is not acceptable, and must be deferred to on all issues of decorum in the chat room. Any user arguing with an Operator over chat policy will be summarily banned. The Office of the Judge Advocate-General may investigate serious breaches of conduct.

6. These rules are subject to change by channel Operators at any time. Such changes will be announced in the Chat and posted in these rules.

For the purposes of HF, an Operator is any member of the Fleet Council holding at least the rank of Commodore. Other staff members will have their mode set to +v, and will take over Operator duties in the absence of any member of the Fleet Council holding at least the rank of Commodore.

Horizon Fleet Leave of Absence Policies

LOA - Commanding Officers

  1. Commanding Officer needing a Leave of Absence (LOA) must send an LOA notice to the following:
    • Task Group Commanding Officer
    • Task Force Commanding Officer
    • Director of Personnel and Awards
  2. In the e-mail, please include the date you're leaving/returning, any instructions for the DPA Director in case your ship receives any pending applications while you're away, and also send an official e-mail when you are back.
  3. If the appropriate FC members are not informed, you will be held responsible for missed monthly reports and pending application violations.

ELOA - Fleet Council Members

In the event a Fleet Council Member (FCM) goes inactive due to Extended Leave of Absence (ELOA), the following conditions will apply:

  1. Main administrative duties of the FCM will be delegated to the Deputy or Assistant Director for that Department or Division. If such a position does not exist, or is not filled during the time of ELOA, the Fleet Council may assign a suitably trained and experienced FCM to temporarily fulfill the duties required as needed.
  2. For the purposes of this measure, ELOA shall be defined as a period of time greater than five (5) consecutive days where the FCM will be without the means or abilities to complete their normal duties (i.e.: no email access, etc.)
  3. This measure will also apply when a Fleet Council position is vacant, until such time the position is filled.

Horizon Fleet Strike System

Commanding Officer and Fleet Staff member discipline is governed by the official Horizon Fleet Strike System. With the exception of offenses falling under the prevue of JAG, or offenses of extreme and unusual circumstances (as approved by JAG), all administrative discipline of these Fleet members will be carried out as outlined in the Strike System policy.

Horizon Fleet shall utilize a 3-strike system for the normal discipline of Commanding Officers and Fleet Staff members (hereafter referred to as Fleet Member).

Should a Fleet Member commit a strike-able offense, the following system shall be used to determine appropriate manner of disciplinary action:

  1. 1st Offense: A written warning shall be issued by a direct superior officer, or by a suitable member of the Fleet Council. Warning shall be considered “cleared” after 6 months from issuance.
  2. 2nd Offense: The first strike is issued. Written notification shall be issued by a direct superior officer, or by a suitable member of the Fleet Council. The strike shall be noted in the Fleet Member’s out-of-character service record. Strike shall be considered “cleared” after 6 months from issuance.
  3. 3rd Offense: The second strike is issued. Written notification shall be issued by a direct superior officer, or by a suitable member of the Fleet Council. The appropriate character shall be demoted one rank. The strike and demotion shall be noted in the Fleet Member’s out-of-character service record. Strike shall be considered “cleared” after 6 months from issuance. Player will be eligible for promotion to previous rank after the first strike has cleared.
    • Note: Should the appropriate character be a student in the command academy, the strike and demotion would result in removal from command and the command academy. Player will be eligible for re-enrollment again after 90 days. This supersedes the strike’s penalty.
  4. 4th Offense: The third strike is issued. Written notification shall be issued by a direct superior officer, or by a suitable member of the Fleet Council. The appropriate character shall be removed from Command or from the Fleet Staff position. The strike and removal shall be noted in the Fleet Member’s out-of-character service record. Strike shall be considered “cleared” after 6 months from issuance.
    • If the character was a Commanding Officer, they will be re-eligible for Command after 90 days or after the 2nd strike expires, whichever comes later. If the character was a Staff Member, they will be eligible to re-apply for a staff position after the first strike expires. However, they will still have any applicable strikes still active on their new/re-instated Staff character.

Notifications are to be also sent to JAG as a matter of record and review.

The following is a non-inclusive list of strike-able offenses. This is meant as a guiding reference, and not a definitive list:

  1. Failure to submit a monthly report
  2. Failure to handle a pending application within 7 days
  3. Failure to vote in a mandatory poll (Fleet Council only)
  4. Other offenses as deemed appropriate

Strikes may only be issued by the following:

  1. The Director of Personnel and Awards
  2. Task Force Commanding Officers
  3. The Office of the Judge Advocate General

A Fleet Member who has been given a strike has the right to appeal to JAG for judicial review.

This policy may be suspended by the Judge Advocate-General in extreme and unusual circumstances, or when offenses fall under the jurisdiction of the Horizon Fleet Code of Justice.”

Horizon Fleet Recruiting Policy

Proper Methods

  5. Write Ads for RPG recruiting YahooGroups
  6. Post Ads on the HF forums under 'Ships Seeking Crew', or respond to (or post a message, if you're a player) under 'Players Seeking Ships'

On the DPA Site - http://dpa.horizonfleet.net - I've compiled a list of places you can advertise. I'd suggest checking this out and using it as a resource.

Also, you can write a News article for the HF site, but you can NOT openly recruit here! Mainly this is to gain exposure for your simm, not to recruit (but in a roundabout way, it does help recruit).

Improper Methods

  1. Posting an Ad (or suggesting people join a certain ship/Fleet) on a Ship's YahooGroup or forum
  2. Recruiting in the Fleet IRC channel (if someone specifically asks for recommendations, you can give some, but it shouldn't *just* be your ship - you can always suggest the person look at HF's Open Positions List or look there yourself and give them suggestions)
  3. Unsolicited e-mails or IMs
  4. Targeting crewmembers already on a ship or on a ship where the CO just resigned/was removed and contacting them about joining your ship

Please note: Neither you nor your crew should be recruiting improperly.
